Railway Minister Suresh Prabhu on 26 February 2015 presented the Railway Budget 2015-16 in the Lok Sabha. In his first Railway Budget, Prabhu outlined a plan to invest over 8 lakh crore rupees over
5 years. The size of the Plan Budget has gone up by 52 percent from 65789 crore rupees in 2014-15 to 100011 crore rupees in 2015-16.

Track length will also be increased by 20 percent from 114000 km to 138000 km. Annual freight carrying capacity will be grown from 1 billion to 1.5 billion tonnes.

Key Highlights of the Railway Budget 2015-16
• No increase in passenger fares
• Passengers can book tickets 120 days in advance instead of 60 days which was available till date
• Outlay for passenger amenities increased by 67 percent
• New train sets that can save 20 percent journey time will be introduced in future. These trains will be similar to bullet trains in design but can run on the existing tracks
• The speed passenger trains across nine corridors will be increased to 160-200 km from 110 km
• SMS alert will be introduced for train timings and under this passengers will be informed in advance the updated arrival or departure time of the trains at starting or destination stations
• Air-conditioned coaches for suburban trains will be introduced
• Wi-fi will be available at 400 railway stations
• Railways Intends to set up an Innovation Council called Kayakalp for Purpose of Business Re-Engineering
• Railways Proposes to set up Malaviya Chair for Railway Technology at IIT (BHU), Varanasi

Relaxation in LTC ? Government may allow, to avail LTC every year & include hotel and other expenses.

In order to give boost to the tourism sector, the Budget for 2015-16 is likely to expand the scope of LTA and LTC by including hotel and other expenses besides travel for the purpose of tax benefit.

The Ministry, sources said, it is also considering a proposal to allow employees to avail Leave Travel Concession (LTC)/ Leave Travel Allowance (LTA) every year as against the current practice of two times in a block of four years.

At present, LTA or LTC covers only economy class air travel or first class (AC I Class) rail fare. An announcement in this regard is likely to be made in the Budget to be presented by Finance Minister Arun Jaitley on February 28.

Prime Minister Narendra Modi had earlier expressed his keenness to promote tourism. Experts are of the view that encouragement to the tourism sector will promote development of different regions and create employment opportunities.

"To boost domestic tourism and also provide some tax relief to the individuals, the Leave Travel Concession benefit should be increased to one visit for every financial year," KPMG (India) Partner Vikas Vasal said.

He further suggested that tax concessions should also be made available for stay in hotel may also be covered to help families avail of a holistic benefit.

The LTC/LTA is available to the individual and his family including spouse, two children, parents, brothers and sisters, who are wholly dependent on the assessee.

"There is a huge scope for developing the tourism industry in India which provides direct and indirect employment to millions of people. Therefore, an enhanced tax relief to individuals on LTC will benefit the overall economy," Vasal said.

Indian women will struggle to find the right match by 2050

LONDON: Nearly 1 in every 10 women in India will fail to find an eligible partner by 2050, thanks to being educated in a university. An interesting study led by the University of Oxfordsays that a significant proportion of men in India currently marry women less educated than themselves. 

The research theorizes that if public attitudes do not change, whereby university-educated or college-educated men are more desirable spouses than women similarly educated, by 2050 there will be a 'mis-match' in numbers of 'suitable' men and women.
Using this premise, researchers' model suggests the proportion of never-married women aged 45-49 will go up from 0.07% in 2010 to nearly 9% by 2050, with the most significant increase experienced by university-educated women. 

There would also be a rise in the percentage of unmarried men, particularly amongst those with little education. Existing population projection data (from the International Institute for Applied Systems Analysis and Vienna Institute of Demography) shows that by 2050 there will be around 92 men for every 100 women aged 25-29 with a university education, as compared with 151 men for every 100 women from the same age group educated at university in 2010. 

The paper suggests that if projected marriage patterns were solely focused on the age-sex structure of the future population in India, men rather than women would have a problem finding suitable marriage partners by 2050. However, once education is factored in, the pool of suitable marriage partners for women shrinks -- if current eligibility criteria apply to future populations.
For men, the percentage unmarried at the age of 50 also rises from 1.4% in 2010 to 5% by the age of 50, with the least educated likely to have the most trouble finding a wife. 

"Marriage is an almost universal institution for men and women in India today. But by 2050, women could find it more difficult to find an eligible partner, particularly if they have been educated at university or college level. The fact that the number of women with higher education is growing is a success story for India," said lead author Ridhi Kashyap whose study has been published in the journal, Demography. 

Kashyap added "This research is suggesting that in India, families might need to revise their views on the suitability of potential marriage partners". 

The study involved researchers from the University of Oxford; the Center for Demographic Studies, Barcelona and Minnesota Population Center, USA. 

They harmonised existing data on current marriage patterns by age and education and applied these to population projections on the likely age, sex and educational attainment of the population in India by 2050 to develop scenarios for future marriage patterns. 

There is huge social pressure in India for men and women to get married. The researchers analysed data from the National Family Health Survey for India (2005-06) and the India Socio-Economic Survey (1999, 2004) that show less than one per cent (0.6%) of all women and 1.2% of all men remain unmarried by the age of 50. 

More than half (54.4%) of the marriages in which the groom went to university involved brides schooled to primary or secondary level. Just over one quarter (26.6%) of women who had completed university 'married down', choosing less educated spouses, with most female graduates (73.4%) having husbands of a similar educational background. The (mean) average age for getting married the first time was just under 25 for men and just under 20 for women, with men around four years older, on average, than their wives, according to the data. 

Previous academic literature has suggested that men in India could be short of potential wives mid-century due to the skewed sex ratios at birth in India's population. This is the first time that academic research has also taken into account the effect of education, as well as expected changes in the age-sex structure for future marriage patterns in India. 

Ms Kashyap said "In contrast to the East and Southeast Asian experience where non-marriage has become much more common, marriage in India remains universal. Traditional roles and expectations for women and men in India persist despite the significant social and demographic changes witnessed in recent years. This research shows that the rigid social structure still experienced in India will need to adapt".

Bonanza for Telangana State Govt. Employees


In a move that will almost double the salaries of Telangana employees, the state government announced implementation of the pay hike recommended by the pay revision commission (PRC) with a fitment of 43%. 

Chief minister K Chandrasekhar Rao said at a press conference on Thursday that the pay panel, headed by special chief secretary to the government K Pradeep Chandra, was the first PRC of Telangana. 

"Ours is an employee-friendly government. We have recognised the employees' role in realisation of statehood. The notification of the implementation of pay hike will be issued on Friday which is regarded as goddess Lakshmi's day," said the chief minister. 
The pay hike, which results in an additional burden of Rs 6,500 crore to the exchequer, will be implemented with retrospective effect from June 2, 2014 - the day Telangana was formed. The chief minister said that the arrears would be deposited in the employees' general provident fund (GPF) account which fetches 8.5% interest. The revised salaries will reach the employees beginning this March. 

The announcement led to jubilation in the Secretariat and employees celebrated by bursting fire crackers. Over 3.5 lakh government staff will enjoy the benefit. 

"We thank the chief minister for the PRC implementation. We know this would a burden on the exchequer. We assure that the employees will work hard to enhance revenue for the government," chairman of Telangana Non-Gazetted Officers' (TNGO) Association, S Devi Prasad Rao, said. 

While the 10th PRC headed by PK Agarwal had recommended 29% fitment in its report submitted in July 2013, Telangana employees demanded 69% and a minimum monthly wage of Rs 15,000. 

The government constituted the Pradeep Chandra committee to look into the demands of employees. After several rounds of consultations with representatives of various employee associations including TNGO and Telangana Gazetted Officers' Association (TGO), the committee recommended the pay hike formula. 

The chief minister said that he hurried to announce the new pay since a notification was expected any moment for the state legislative council elections due in March. Once the notification is issued, the government could not have implemented the hike since the poll code will not allow it. 

While there is no mention about the demand of the minimum wage of Rs 15,000, the CM said that the PRC would look into pending anomalies in the salary structure. "We hope that this issue would be addressed by the panel and employees will get their due," said chairman of commercial tax employees' joint action committee, T Vivek
