Merger of 50% DA with Basic Pay-Regarding


The Government has cleared the way for merger of 50% DA with Basic Pay by approving it among the terms of reference of the 7th Pay Commission. Now the Commission can suggest the merger in its interim report. 50% DA merger with basic pay will roughly increase the gross salaries of Central Govt Employees by around 30%.

Why should govt employees resign to contest polls? PIL asks

The Supreme Court on Friday sought responses of the Centre and the Election Commission on a PIL seeking quashing of service rules that prohibit a government employee from contesting elections without resigning from his post. 

Appearing for petitioner 'Indian Oil Officers' Association', senior advocate K K Venugopal argued before a bench of Chief Justice P Sathasivam and Justice Ranjan Gogoi that it was unconstitutional to deprive government employees of the right to contest elections despite there being no such prohibition either under the Constitution or the Representation of People Act.

Service rules for public sector undertaking employees prohibit them from becoming office-bearers of a political party or organization, taking part in political movements and contesting elections to assembly or local authorities. 

Venugopal said in the absence of any restriction on a person to contest elections in Articles 102 and 191 of the Constitution as well as Section 10 of RP Act, service rules could not have banned government and PSU employees from contesting elections. 

The petitioners through advocate Anupam Lal Das said restrictions on government servants on contesting elections was prohibiting a large chunk of intelligentsia from entering the election arena despite being committed to do good for the country. 

"This intelligentsia is capable of providing good governance and there is no rationale as to why this educated class should be prohibited from contesting elections," they said. 

"The said rules thus infringe the government and PSU employees' right to equality, right to freedom of speech and expression and militates against provisions of Constitution," the petitioners said.

50% DA Merger and increasing retirement age to 62 still on hope..!

Modest Expectation for 50% DA Merger still on the cards

The expectations will not subside until the central government makes it clear whether 50% DA Merger will be approved or not. Though there were mixed news about whether 50% DA Merger is approved or not, Railway and Defence Federation’s Leaders told that the 50% DA merger was approved by the Cabinet. A website belongs to an important railway federation also flashed a news confirming merger of 50% DA is approved by the cabinet. Sometime later it changed its stand and removed the flash news
One of the News Media also confirmed that 50% DA is approved by the cabinet. But so far any announcement in this regard has not been come from the Government. Some Leaders of the Federations told, ‘when we had a talk with them, initially the central government agreed in principle to merge the 50% of Dearness Allowance and its decision was expected from the cabinet meeting held yesterday evening. But we are unaware of the reason for the government not announcing its decision.’
Earlier reports claimed that the government was considering 50% DA Merger and increasing retirement age to 62. But a source close to official side said these will be a part of Terms of Reference of 7th Pay Commission and the Panel , however, can recommend this later

Consumer Price Index Numbers For Industrial Workers (CPI-IW) January 2014
According to a press release issued by the Labour Bureau, Ministry of Labour & Employment theAll-India CPI-IW for January, 2014 declined by 2 points and pegged at 237(two hundred and thirty Seven). On 1-month percentage change, it decreased by 0.84 per cent between December and January compared with the rise of 0.91 per cent between the same two months a year ago.
The largest downward pressure to the change in current index came from Food group contributing -2.78 percentage points to the total change. At item level, Groundnut Oil, Onion, Brinjal Cabbage, Carrot, Gourd, Palak, Peas, Potato, Tomato and other Vegetable items, Sugar etc. are responsible for the decrease in index. However, this was compensated to some extent by Housing Index and the prices of Rice, Wheat, Fish Fresh, Goat Meat, Poultry, Cooking GasElectricity Charges, Petrol etc. putting upward pressure on the index.
The year-on-year inflation measured by monthly CPI-IW stood at 7.24 per cent for January, 2014, as compared to 9.13 per cent for the previous month and 11.62 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 8.94 per cent against 11.49 per cent of the previous month and 14.08 per cent during the corresponding month of the previous year.
At centre level, Bhilwara recorded the highest decline of 8 points each followed by Kodarma (7 Points), Bokaro and Surat (6 Points each), Varanasi and Munger Jamalpur (5 Points each). Among others, 4 points decrease was registered in 8 centres, 3 points in 13 centres, 2 points in 12 centres and 1points in 9 centres. On the contrary, Amritsar and Quilon centres reported an increase of 4 points followed by Jharia (3 points). Among others, 2 points increase was observed in 6 centres and 1 point in 7 centres. Rest of the 14 centres’ indices remained stationary.
The indices of 38 centres are above All-India Index and other 39 centres’ indices are below national average. The index of Bhilwara centre remained at par with all-India index.
The next index of CPI-IW for the month of February, 2014 will be released on Monday, 31 March, 2014.
The same will also be available on the office website www.labourbureau.gov.in.
7th Central Pay Commission
The Union Cabinet  gave its approval to the Terms of Reference of 7th Central Pay Commission (CPC) as follows:-
a) To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-
i. Central Government employees-industrial and non-industrial;
ii. Personnel belonging to the All India Services;
iii. Personnel of the Union Territories;
iv. Officers and employees of the Indian Audit and Accounts Department;
v. Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; and
vi. Officers and employees of the Supreme Court.
b) To examine, review, evolve and recommend changes that are desirable and feasible regarding principles that should govern the emoluments structure, concessions and facilities/benefits, in cash or kind, as well as retirement benefits of personnel belonging to the Defence Forces, having regard to historical and traditional parities, with due emphasis on aspects unique to these personnel.
c) To work out the framework for an emoluments structure linked with the need to attract the most suitable talent to Government service, promote efficiency, accountability and responsibility in the work culture, and foster excellence in the public governance system to respond to complex challenges of modern administration and rapid political, social, economic and technological changes, with due regard to expectations of stakeholders, and to recommend appropriate training and capacity building through a competency based framework.
d) To examine the existing schemes of payment of bonus, keeping in view, among other things, its bearing upon performance and productivity and make recommendations on the general principles, financial parameters and conditions for an appropriate incentive scheme to reward excellence in productivity, performance and integrity.
e) To review the variety of existing allowances presently available to employees in addition to pay and suggest their rationalization and simplification, with a view to ensuring that the pay structure is so designed as to take these into account.
f) To examine the principles which should govern the structure of pension and other retirement benefits, including revision of pension in the case of employees who have retired prior to the date of effect of these recommendations, keeping in view that retirement benefits of all Central Government employees appointed on and after 01.01.2004 are covered by the New Pension Scheme (NPS).
g) To make recommendations on the above, keeping in view:
i. the economic conditions in the country and need for fiscal prudence;
ii. the need to ensure that adequate resources are available for developmental expenditures and welfare measures;
iii. the likely impact of the recommendations on the finances of the State Governments, which usually adopt the recommendations with some modifications;
iv. the prevailing emolument structure and retirement benefits available to employees of Central Public Sector Undertakings; and
v. the best global practices and their adaptability and relevance in Indian conditions.
h) To recommend the date of effect of its recommendations on all the above.
The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending interim reports on any of the matters as and when the recommendations are finalised.
The decision will result in the benefit of improved pay and allowances as well as rationalization of the pay structure in case of Central Government employees and other employees included in the scope of the 7th Central Pay Commission.
Background
Central Pay Commissions are periodically constituted to go into various issues of emoluments’ structure, retirement benefits and other service conditions of Central Government employees and to make recommendations on the changes required.

CABINET COMMITTEE APPROVED 10% DEARNESS ALLOWANCE HIKE FOR CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS
The Union Cabinet today approved to increase in Dearness Allowance by 10% to Central Government employees.
The rate of Dearness allowance shall be enhanced from the existing rate of 90% to 100%.
Revised rates effective from 1.1.2014.
Finance Ministry will publish detailed orders regarding this issue within this month.
Release of additional installment of dearness allowance to
Central Government employees and dearness relief to Pensioners, due from 1.1.2014
The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent.
Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).

7TH PAY COMMISSION TERMS OF REFERENCE TO BE TAKEN UP BY CABINET TOMORROW – MANY PROPOSALS EXPECTED TO BE CLEARED BY CABINET

As per media reports, among many other proposals such as anti-graft bills, 7th Pay Commission Terms of Reference is likely to be taken up by Cabinet tomorrow for clearance.
The Cabinet Committee on Parliamentary Affairs has also proposed for prorogation of Parliament ahead of this Cabinet meeting
Government will be considering as number of proposals in the cabinet meeting likely to be condcted on 28.02.2014, before general election announcement of the Election Commission which would enforce Code of Conduct soon. One of the other important proposals likely to be cleared by Cabinet in this meeting is approval for 54 new Kendriya Vidyalayas.

With the schedule for the Lok Sabha likely to be announced on Saturday, the UPA government is working “feverishly” on a record number of announcements, appointments and initiatives before the model code of conduct kicks in.
The Cabinet meeting on Friday is expected to be a “marathon” one as it will be the last opportunity for the government to take policy decisions as well as ‘populist’ sops, top Finance Ministry sources told The Hindu.
The proposals lined up for Friday’s Cabinet include 54 new Kendriya Vidalayas, space programme GSLV-Mark III, a six-lane bypass for Delhi, terms of reference for the 7 Pay Commission which was set up by Prime Minister Manmohan Singh recently.
It is expected to consider Rs. 3,500 crore budget for new broadcasting infrastructure for All India Radio and Doordarshan, 10-per cent Dearness Allowance for government employees and 600 MW hydro-power projects in Bhutan. The dearness allowance hike to 100 per cent from the existing 90 per cent is expected to benefit to benefiting 50 lakh employees and 30 lakh pensioners.
New schemes have been put up for approval by the Ministries for health, tourism, water resources, human resource development and agriculture. These include expansion of government-funded PhD seats for electronic systems design and manufacturing of hardware, a new investment scheme for urea, two new highways and a health research scheme from the Human Resource Development Ministry. Some shipping and steel projects will also come up for approvals.
Officials believe some more items could be put on the block-buster agenda. A Cabinet Minister told The Hindu that the government expects the Election Commission to announce the general election schedule on Saturday or latest by Monday.

How to Apply for Postal Assistant/Sorting Assistant Exam 2014 with Screen Shots


Friends..Application submission for Postal/Sorting Assistant (PA/SA) Exam 2014 started on 26 February 2014. Applications are to be submitted online. Candidates have to visit the websitewww.pasadrexam2014.in for submittingonline applications. For your help in this post, we are bringing you the detailed procedure for submitting the application online along with screen shots. This will certainly help you applying without any doubts. Step 3: Click Save Data. Now a message will be shown as follows " Your Data Saved successfully. Please upload Photo and Signature."

Step 4: Click on the button Upload Photo/Sign situated near the button "Save Data" as shown in Screen Shot. A pop up box will open (If pop up is blocked click on the box and enable it). A screen as shown in the below screen shot appears.


Please remember the following:
PHOTO – A recent and sharp Photo of Applicant in color of Passport size is to be uploaded. Do not sign on the photograph and do not get the photograph attested. A soft/scan copy of photo is to be Uploaded in jpg/jpeg format of size not more than 20KB. Applicant's Photo shall be used for the official record and during the Examination process. In case there is a variation in the Photograph at the time of Examination in Paper I/II candidate is not allowed to take the
examination.

SIGNATURE– Signature of Applicant. A sharp scanned copy of recent Signature is to be Uploaded in jpg/jpeg format of size not more than 10KB. The Applicant's signature shall be used for the official record and during the Examination process. In case there is a variation in the Signature at the time of Examination in Paper I/II candidate is not allowed to take the examination.

Step 5: Select Photo and Signature and click Upload button. If you follow the correct specification a message showing successful upload of Photo & Signature will come.

Step 6: Now you will again come to the earlier page where details have been entered. Now click on "Preview" button available near "Upload Photo/Sign" button. When you click on that, a sheet showing the details you entered along with your Photo and Signature will appear. If he/she wants to change, he can go back and make required changes and Save once again. He/she can once again see Preview and only after he/she is satisfied can finally presses SUBMIT button.
It is mandatory for the applicant to see that his/her PHOTO & SIGNATURE are seen with good clarity and fits into the boxes given in the PREVIEW. If PHOTO / SIGNATURE are found to be blurred or smaller /bigger than the box at the later stage its application & his/her candidature will be cancelled without any communication and no FEE will be refunded.

Step 7: If all details are correct now it is time to submit the application. Click on Submit button.

Step 8: This button finally saves the application. Please note that no changes in the Application Data will be permitted after this stage. Applicant is Prompted with the message “Registration has been done successfully” and (a Unique) Registration Number is generated for the application. This Registration Number along with a Password is sent to applicant’s email ID and also through a SMS on Applicant’s Mobile for future login and references. If applicant is not getting email, please check the Junk email/ SPAM too in the email account.

Step 9: After successfully submitting the application, the following LOGIN page will appear. You can log in using the Registration Number and Password provided.


Step 10: On successful LOGIN the following page will appear where he/she finds the links PRINT CHALLAN TO PAY FEE, CHECK PAYMENT STATUS & PRINT REGISTRATION SLIP.


Step 11: Click on Print Challan to generate challan for payment of fees. On clicking link for “PRINT CHALLAN TO PAY FEE” applicant generates FEE Challan needed to pay FEE. It has to be printed using a Laserjet or Inkjet printer ONLY on an A4 size sheet. The screen shot of the challan is shown below.
 
Step 12: Go to ePayment Post office to Pay Fee. (Click Here to see name of ePayment Post Offices). Applicant is required to carry hardcopy printout of FEE CHALLAN (Three copies one A4 sheet) to one of the ePayment Post Offices and pay FEE in CASH. The sheet contains Three copies of challan. Two copies will be collected by the Counter and applicant can retain Applicant’s Copy for future reference. On payment of FEE in CASH Applicant will get a paper RECEIPT which is also to be retained for future reference. Before leaving Counter, Applicant is required to match Registration details printed on the RECEIPT with FEE CHALLAN for its correctness.

Step 13: Login and Check payment status. For checking the “Payment Status” Applicant is to LOGIN after 3 days. If your payment till then has not been reflected in the Registration System, to do enquiry applicant can send a query on the email ID helpdesk.dopexam@gmail.com. If Payment Status is “Paid” you may proceed to next for printing of Registration Slip.

Step 14: Print Registration Slip. On getting status of “You have PAID the FEE”, applicant is required to print REGISTRATION SLIP for future reference.
WITH THIS REGISTRATION PROCESS COMPLETES.
